It says that while some benefits such as choosing the beneficiaries of life insurance and death gratuities are a matter of individual preference of service personnel, federal laws such as the Defense of Marriage Act mean certain benefits that go to married couples will not apply to same-sex partnerships.

Subtle discrimination can be more dangerous and hurtful than blatant discrimination because it can create a false sense of security. What a person does in the bedroom is the business of no one so long as everyone is of legal age and it is consenting. There is nothing wrong with being discreet.
Some in the military have been painted as haters when they aren't. They are trying to make clear that yes this is going to be the law and new policy at the moment but please be very careful if you think a change in policy will automatically create a change in culture.
Just that the military is stopping their "witch hunts" for gays and lesbians which was happening under the fake "Don't Ask Don't Tell Policy," does not mean telling is now a wise decision. The "Don't Ask Don't Tell Policy" was not the real policy that Clinton pretended that it was and who knows for sure what the change and new policy will mean at the end of the day.
Gay groups are still challenging military policy in the courts. They have their reasons.
