Destroying Tenure is part of the change being pushed by Bill Gates, Warren Buffet, and their puppet on a stick Obama. It is similar to what Bush pushed but being a Republican had much less success than his Democrat clone, Obama. Wanting to destroy tenure has more to do with being anti-worker than being pro-student.
What is a good teacher? What is a bad teacher?
Given how much the Federal Government and State Governments now meddle in education, I'd say it is the politicians who are more to blame for the failing educational system than teachers. The reason for tenure is to protect teachers from the whims of corrupt politicians who would like nothing better than to reinstall the old spoil system in government hiring and firing. All teachers know it is easier to teach some students than other students. So teachers with less political favor will be put with the more problematic children. Teachers who feel it is their calling to work with the more problematic children will basically be thrown under the bus when they can't perform miracles. Teachers who are politically connected will end up in the better schools with the better students and be treated as good teachers even though the teachers with political favor may be the worse of the lot.

The starting point to improving education is to get the Federal Government and State Governments the hell out of the schools. Schools should be run by Local School Boards controlled by the parents and local taxpayers.
